Gambling addiction has appeared to be a relatively new problematic phenomenon in Estonia.
In order to offer support to gambling addicts and to bring them back to their healthy everyday working and private lives, as well as creating a rehabilitation program for persons of addictional behaviour, the Institute became a participant in a large-scale project and has been subsidized by the Estonian Government and the European Social Aid Fund.

Overall objective of the project is to reintegrate people with problems of compulsive gambling into the labour market as well as to prevent the youth from addiction of compulsive gambling.
Project specific objectives are:
- carry out a survey of causes and problems of compulsive gambling;
- to help compulsive gamblers get rid of the addiction, to reintegrate those having lost their jobs into the labour market; to develop supportive networks together with other organizations dealing with addiction problems;
- to carry out activities in order to prevent the youth from compulsive gambling as well as raise public awareness of this problem.
- during the project it is also planned to analyze legal framework and one of the roles of development partnership is to make proposals to the policy makers in order to integrate necessary changes to the social inclusion and labor policy development plans as well as to the legislation in the field of gambling and rehabilitation of addictions.
